Jeffrey Noel has been leading efforts at the intersection of evidence and action for over 25 years.  He currently leads strategic efforts to help clients analyze context, evaluate potential solutions, and identify ways to translate insights into impact with an equity lens.  As Chief Performance Officer for the Department of Defense Education Activity, he established a research, evaluation, and accountability system for a worldwide school system. In this role, he implemented community-centered metrics, led development of a human capital tracking system to support efficiency and diversity improvements, established a system of formative and summative assessments connected to instructional activities, built a new process for creating improvement plans, and led a reorganization of leadership and educator coaching activities to improve outcomes. 

 

He previously worked for the Flamboyan Foundation, where he led data tracking and strategic planning support for a national family engagement program, as well as supported community development programs in Puerto Rico.  He also served as the first Assistant Superintendent for Data, Accountability, and Research for D.C., where he began work on a longitudinal data system for the district, built connections between education and social services like Medicaid, homeless services, and immunizations with early childhood, school age, postsecondary, and adult education systems, and establish a new system for tracking academic progress and student performance gaps.  He also led internal review of operational processes to improve effectiveness of funding programs for childcare organizations, support improvement in career apprenticeship programs, and co-led building a community for school organizations to improving staffing procedures.  

 

His volunteer experience includes Governing Board and Advisory Board positions for charter schools and non-profit organizations, including: an immigrant-centered GED completion program in DC (The Next Step), a multi-site school in South Los Angeles (Soleil Academy), a non-profit in DC focusing on well-being for children (DC Action for Children), a collective impact organization in DC (RaiseDC), and a council to increase student voice in governance decisions in progressive K12 schools (part of Coalition of Essential Schools).  He has authored papers and/or presented sessions through the Society for Research and Evaluation in Education, American Education Research Association, National Charter Schools Association, Coalition for Essential Schools, and numerous state conferences on education, government use of data/technology, and community impact organizations.  He resides in Southern California with his 7 year old son.
